Small businesses say the forms are the problem, not the tax

Registering, filing and renewing can take weeks across several offices. Digital systems exist; they do not yet talk to each other.

Surveys of small firms put compliance time, not tax rates, at the top of their complaints. Registration, PAN, VAT, municipal licence and renewals each live in a different office with a different form. [1]

Several of those systems are online. Few share data, so the same documents are uploaded again and again.

What a single window would do

Countries that have cut registration to days did it by letting one submission feed every agency. Business reporting here has followed several announcements of such a system; delivery has lagged. [2]
